A JPG to PDF converter turns image files into a PDF document. FreeToolsKit's converter takes your JPG and PNG photos, places them in the order you choose — one image per page — and builds a single PDF with your choice of page size, using the pdf-lib library inside your browser. Your images never leave your device — nothing is uploaded to a server.

How do you combine JPG images into one PDF?

  1. Drop your JPG or PNG images onto the panel — up to 30 files, 25 MB each.
  2. Drag the images into the order you want, or use the Up and Down buttons.
  3. Choose the page size: fit to image, A4 or Letter — and portrait or landscape for A4 and Letter.
  4. Name your file (images.pdf by default) and press “Convert to PDF”.
  5. Download the PDF when the progress bar finishes.

What is the JPG to PDF used for?

  • Turning phone photos of a paper form into one PDF to email.
  • Combining the signed pages of a contract into a single document.
  • Bundling travel receipts photographed at each stop into one claim file.
  • Merging scanned assignment pages into one file to submit.
  • Collecting property photos into a single PDF for a rental application.

Frequently asked questions

Are my images uploaded to a server?

No. The conversion runs in your browser using the pdf-lib JavaScript library. Your images never leave your device, are never stored and cannot be seen by anyone else.

Is this JPG to PDF converter free?

Yes — free, with no sign-up and no watermark on the PDF. You can convert as many batches of images as you like.

Will the PDF reduce my images' quality?

No. Each image is embedded at its original resolution without recompression, so the PDF keeps the exact quality of your files. Choosing fit-to-image pages keeps each image at its native size.

Is there a limit on the number or size of images?

You can add up to 30 JPG or PNG images, 25 MB each. A large batch takes longer on a slow device — everything still runs locally in your browser, and you can cancel at any time.

What happens if I add a file that isn't JPG or PNG?

It is flagged with an error and left out of the conversion. Only real JPG and PNG files are accepted — files are checked by their contents, not just their name.
